Correct?

Discovered why JVM distributions were uneven.
        Running 5 JVMs, however had defined 15.  There is a shared memory file that 
reports the status of JVMs.  Thus we had 5up and 10 down.  To load balance, 
each apache httpd process maintains a circular list of JVMs (Round Robin).  
This list also had a randomly chosen default JVM.  When a request comes in 
and is routed to a dead JVM, instead of being sent to the next on the list, 
it is sent back to the default JVM--as far as I can tell.  Undefining the 10 
unused JVMs has resulted in a tighter distribution of JVMs.
