So it appears this is a bug and your hack (many thanks) indicates that
it is trivial to fix.

In the meantime I have found that System.out and System.err output
when written to from within init(), get redirected to httpd error_log,
inspiring beginners to code these messy
try{
   someIOInitialisationmethod();
}
catch (SomeIOException e){
    e.printStackTrace();
}
statements because THIS ACTUALLY WORKS while ServletException doesn't!

At the same time even on crashing initialisation, we get in jserv.log:

SomeServletClass/SomeServletAlias: started 

which is not true!

Damn confusing isn't it?

IMHO, your hack should go into the next version asap.
The printing of System.out and System.err in log files should possibly
be disabled entirely because it should be delegated to the various
logging methods and exceptions in the servlet API.
