Although the problem might be with your configuration, first make sure
you're running the right httpd.  Type "which httpd" at the prompt to
see if you are actually running /usr/local/apache/bin/httpd instead
of, perhaps, /usr/sbin/httpd.

BTW, this is hardly a JServ problem.
