Updated the patch to use Jetty server for all Rahas tests as well. However they
still use 5555 port since there seem to be some trusted service urls which
contain it (e.g.
[s1-services.xml|http://svn.apache.org/viewvc/axis/axis2/java/rampart/trunk/modules/rampart-integration/src/test/resources/rahas/s1-services.xml?view=markup#l40]).
I think the UtilServer is no longer used and can be deleted.
