None of the active committers are users of axis 1.x, we just help maintain it
for security issues and apply patches submitted by the community.
A release of Axis 1.x is possible - last one was 2006 - but we'd need help from
the community to push it forward so it at least compiles with JDK 11.
That all being said, I suggest trying to compile the project from source and
trying it out as it has had hundreds of commits since the last release.
