Update: Rampart based on Axis2 1.8.2 is now on a code freeze and I will be
updating Axis2 PR's and closing Jira issues in the next few days.
As a reminder, an Apache Axiom 2.0.0 release is a prerequisite for Axis2 2.0.0,
though I am also a committer for that project and may well do the release like
I did last time for Axiom 1.4.
