As to whether anyone is using it: No clue, but judging from the commit history
it at least also does not seem like it causes a lot of problems/work.
I don't doubt that axis works with tomcat 11, I just think that a major version
change in tomcat could introduce breaking changes. That isn't a problem in
itself, but I think that means we should only do these updates when the tomcat
version is actually mature enough to be used in production, i.e. it is no
longer in alpha.
