quoted phrases in raw user input may be rare, but that does't mean
PhraseQueries are as rare ... apps may artificially create a sloppy PhraseQuery
containing all of the individual words in the users raw query string to help
identify matches where the input words all appear close together (i may be bias
in assuming this is common, since it's something i do a lot of personally)
