I actually did not update the docs and CHANGES.txt in the 2.3 branch yet
for 2.3.2 and can't do it while svn is down (apparently another ~24hrs).
We can still do the vote here and I'll update the artifacts as soon as
svn is working again and I can commit the docs updates.
