Any ideas on why ORDSUBORD would beat the policies with 1 segment and 1000
queue size? That technically boils down to ORD VS ORDSUBORD, and ORD should
edge out or be about the same - but ORDSUBORD clearly wins by a few percent
each time. Does this point to some funky policy problem or something?
