This is the first patch for the revamp of TrieRange. It contains the complete 
API, a complete API documentation and some tests.

Still missing is:
 - TestIntTrieRangeFilter
 - TestTrieUtils (the old one is still there but commented out)
 - Tests as described in previous comments (in TestTrieUtils): No range 
overlap, most optimized rangeSplit

Yonik: Can you look over it and say, if this is, what you would like to have 
for full flexibility and Solr (which needs this full flexibility)?

All others: Is something missing in the API (like shortcuts), any comments?

If everything is OK, I will commit the patch after adding the important tests.
