BooleanQueries can be nested in a tree. In that case a single max clause count
should be used for the whole tree.
For the contrib/surround query language a single factory for the leaf
TermQueries (and SpanTermQueries) is used for a complete query tree. This
factory throws an exception when more than a maximum number of leaf queries is
requested.
Wouldn't it be better to have something similar for BooleanQuery?
