+1 we can certainly do a lot to improve things just by refacting stuff from core into contrib, and improving the visibility of contribs and documentation about contribs -- but if we're going to make massive changes to how things are built or how the source code is organized, then utilizing maven as the build system seems like an obvious choice to me.
