When this comes (payloads, CSF,...) we will have the new LUCENE-831 field
cache, where we will have a ValueSource-like thing. Until then, a static parser
is enough, and the static parser is still in NumericUtils! I want to move it
because of this hack with the unchecked exception. When the new FieldCache is
alive this is all nonsense.
