here is a prototype patch.
because U+DFFE and U+DFFF are process-internal for all planes, the surrogate 
case is easy (just treat these process-internal points in the unpaired 
surrogates codepath)

for the additional bmp chars, they happen to be > UNI_SUR_HIGH_START, so again 
it shouldnt be in the main branch.

Mike, if you have a moment maybe check this out, if its ok ill fix formatting 
and add tests.
