I don't really like overAllocate/overAllocateSize, since this method isn't 
actually doing any allocation.  getNextAllocation?  getOverAllocation?  
getOverAllocationSize (too verbose?)   Actually I sort of like grow/growth 
better -- getGrowth?  getNextGrowth?
