I remember reading about an implementation doing that, but I can't find it back 
now.

If one cannot have such ints directly, there is not much point in unpacking via 
IndexInput.getInt(), it would be better to unpack directly from the bytes.
Also, in that case, I'd prefer to use single byte increments (above 4 byte 
increments) for the size of the encoded data for variations on Simple9.
