I don't know about Blackdown's JDK, but the Kaffe VM is the "real meat"
of PocketLinux, which runs on StrongArm devices. You didn't give any
details of your needs, but this may be something you should look into.

The PocketLinux name is really marketing; PocketLinux is all about
putting a powerful Java environment on hand-held computers (hence the
StrongArm port). Essentially, PocketLinux uses the Linux kernal as a
convenient embedded OS base on top of which the Kaffe VM may be
deployed.

PocketLinux and Kaffe are free (GPL) software, however non-GPL licenses
of the PocketLinux Kaffee JVM are available for a fee. Several PDA
companies are working on some new products that will secretly be running
Linux and the Kaffe VM.

I hope this information is useful.

(Disclaimer: I know some of the PocketLinux developers, but I haven't
run it myself.)
