You can find all recent released source code under 
<http://svn.apache.org/repos/asf/lucene/dev/tags/>, e.g. 
<http://svn.apache.org/repos/asf/lucene/dev/tags/lucene_solr_4_0_0>

Alternatively, each release has a source distribution.  For v4.0.0, click on 
the Download buttons for 4.0 from <http://lucene.apache.org/core/>, click on a 
mirror link, then click on "lucene-4.0.0-src.tgz" to download a gzipped tarball 
containing all Lucene sources.
