There are standalone translators for Windows such as Viewpoint Interchange
<http://www.viewpoint.com/> that will read Flight and convert to many 
formats including VRML 97.  The Open Flight format is documented, so in
theory someone could write a Java loader or saver.  I wrote the
Flight translator in Interchange.  The spec is tricky because there are
a number of historicisms in the Flight format.  It's evolved over 
a long period of time.  I think I was the first person to write a 
Flight translator from scratch as opposed to using the Performer 
loader or other sample code.  I submitted a number of corrections to
the docs.
