Without reviewing your change, I would take issue with the accessibility tools that treat inline style elements as headers. I will update the issue in JIRA.

As I understand it, it is against WCAG to use styles to simulate headers, so can you please provide a reference that justifies that <strong> and <i> should be interpreted as headers. In particular, what if these inline elements are embedded within a larger block element, such as a paragraph?
