You asked who is using portals/portlets.... Intranet portals for calendar, announcements, wiki, and shared docs are extremely common. Customizable reporting dashboards are also extremely common.
All the recent companies I've worked with have used portals like these. Also, my current company sells high-end enterprise software, and many of our interfaces are designed to be used in client portals.
