I have played with jManage - it's the closest thing to what I'm looking for
in that it is browser based and also has (which I didn't mention) the
ability to have some sort of (poor mans) role based access control in that
an admin can configure connections and dashboards and then a "read only"
account(s) can be created to just view those. Only probably is it seems to
have been created in 2003 and not updated since then :-)

I love visual vm but it's a) not browser based as far as i know and b)
doesn't have any sort of security built around it.
