Not with citigroup are you, by any chance?

SCCS
files only allowed to be nested a single directory deep (due to the way sccs
was being abused)
other files in there listing directory contents
building via make!
make takes the single-dir structure and creates the correct deep-nested
package structure
naming conflicts rife
sccs lock conflicts even more so

I was not unhappy to leave that role
