I had a different error which was due to the fact that I did an
install via sudo and the updates could not update all files.

I ended up in uninstalling, downloading the full 6.9.1 package and
reinstalling using a different folder in /opt/netbeans (to which I
gave full permissions and changed owner so that I can update it also
when netbeans started with normal user permissions).

After that I tried to recheck for updates and got a connection error
so it might be really down.

BTW: If you are on Linux I found out that installing from the
repository (in Ubuntu NetBeans is in the repositories) is not a good
idea.
