As already stated, there's much here that's open to easy misinterpretation
if taken out of context.  The full phrase is:

"... designed to express common programming patterns in a concise, elegant
way. Java is culturally opposed to these ideas: it is deliberately simple."


Defined in such a manner, I'll happily agree that Java is simpler than
Scala!
Though I'll also add that I don't think this kind of simplicity is
desirable.
