I think it is safe to say that Bloch's own proposal was inadequate and he
managed to grind the whole process to a halt and that is where we are
today.  Given this is not exactly a new idea I find it quite ridiculous how
long it is taking.

Generics is a bit of a mess but I think they basically made the pragmatic
decision on backward compatability
