Thank you all for the feedback.  Here are the different service I have 
looked into.

http://linode.com
http://heroku.com
https://appfog.com
http://openshift.com
http://www.cloudfoundry.com/

Right now linode seems like the strongest candidate for the price.  $20 for 
those specs doesn't seem too bad.
