As I'm sure someone else will say or has already said, there is no implementation of this API for Windows. If you want to communicate with your device on Windows, you may need to write a driver. If the device is an HID class device, there are functions to communicate with it from user space. In any case, you'll want to download the Windows 2000 DDK and start looking through documentation in there.
