I think this is correct, David. Sit licenses work totally differently, as best I understand it, from indiviedual licenses, so if you've got a private license, you can't use it on a machine that's tied into a system that's running a site license and vice-versa. I've never had any personal experience with a site license, but from the explanations I've heard, they're very different in terms of installing JAWS than an individual user license would be.
