Correct. Eloq.sbl isn't opened in a manager, you can use Notepad. I
think it started with JAWS 5, but help on it doesn't appear until
version 6 (look under Using JAWS, Voice settings, for a topic called
"Adding Speech for special symbols").

Your post reminded me that Freedom Scientific have a bulletin on this
topic which allows you to download a much expanded eloq.sbl with entries
for most Unicode symbols. Here is a link to the bulletin:

Each synthesiser has its own sbl file, but if you use anything other
than eloquence, it's a bit more tricky in that additions will need to be
done manually.
