If OCR can't handle it and if it appears as a blank document in Adobe Reader, you're probably out of luck.

Then I tried to use the Jaws OCR method. It converted the document, but all I got was a bunch of information that was not understandable. I even tried to open it with Word (2013), but that was a flop as well. Can anyone offer any suggestions as to what can be done to read this file?
