Can't say for version 2016, but for Word 2007: To center top-to-bottom for the entire page, first select all the text on the page. Then press Alt, p, s, p. Then Shift tab over to the layout page. Tab down to Vertical alignment. Then select center page top-to-bottom.
To center left-to-right, again select the text of interest. Then press Ctrl+E for center. These may also work in later versions of Word.
