Hi Vicky,
Most of the built-in table of contents styles (if not all) present sections as links to the corresponding headings. You only have to change settings if you don't want section names to be hyperlinks.

First of all, avoid writing the whole content in capital letters. In addition to be blacklisted by spam filters because in Internet it is equal to scream, TTS engines interpret many words as acronims these are spelled. Regarding your specific topic about table of contents, if you marked section titles with heading styles, you can simply place where you want to create the TOC, go to References tab and to the Table of Contents option. Choose an integrated style or the last option to further customize the design and change other settings. If you don't want to use integrated heading styles or customize them for whatever reason, select each section title and, in the Table of Contents group of the References tab, press the Add Entry button. When you have added all of your entries, follow the steps I indicated in the prior paragraph to add the TOC where you want.
