There are web services that will convert graphic pdfs and other non-text formats for free or with a optional donation. They can convert a page or an entire book or lengthy document into a variety of formats if your scanner or OCR does not work.

In order to fix this issue, you'll have to increase your DPI (dots Per Inch) as it would seem that your scanner isn't up to the task. If that doesn't work, try scanning it into a colour document, while increasing the DPI, and see if that works. It'll take you a while to scan a document, but if you want accuracy, then this is the price you'll have to pay, that, or get a better scanner. Smiles.
