They don't conflict with JAWS. And it's part of the forum code. Don't know what kind of forums you are on but on the PHB (or whatever it's called) stuff, you can disable smilies from showing up as icons when they are encountered, but that's not really what you are talking about, I don't think. Anyway, you can probably do all these things from the keyboard/with commands enclosed in brackets; the toolbar and such is just there to help people. Sighted folks often find it easier than remembering a command.
