In order for a webpage to be fully "accessible", the page also needs
to be usable. I have also run into circumstances where a page may have
every heading tagged as such, every buttonand link labelled correctly
and actionable, every graphic described, every form control usable,
every custom widget operable ... yet the webpage is not easily
navigable, so therefore is not accessible.
