I've had a similar issue before. Of course, when you go to disable uac, and choose ok, uac comes up and asks if you really want to disable it. The experience I had was that jaws didn't read the uac message at that point for some reason, so once you've clicked ok after choosing, set uac to zero, wait a few seconds and then press altY to say yes to uac, and hopefully it will implement the change. Not sure about windows 10, but it seems to me that in windows 7 you need to restart the pc to have the changes take effect.
