Are you talking about use sapi voices in say all?  that is unchecked, but 
when I go into that settings dialog that awful voice comes on.  It sounds 
horrible on my Dec USB.

Open up your configuration manager with insert+ 6 on the number row. Then
hit alt+S. Next hit the letter Y to land in the submenu you are after. There
is where you will find what it is you seek.
