Christy, I Google this and everything I find involves editing the registry. By default, the balloon tips should be enabled. So unless you have disabled them, they should already be on. There could be an option in Jaws to enable the announcement, but I am not aware of any. There is an option to enable or disable the tool tips, but this is different that the balloon tips.
