That's what I was thinking also, as I don't have the Adobe Reader installed 
on my system, I only have the pro version, which is why I'm probably the 
only person suggesting this option.

Can one save the PDF under another format, such as TIFF, under Adobe Reader?

If so, Microsoft word will use it's own OCR to read the page and present 
it's output in Microsoft Word for the blind user to read, just as an 
alternative to buying those more expensive OCR packages like Kurzweil or 
Open Book.
