Is it being picked up in the device manager? You may want to go into the device manager and check under the USB controllers if there's a mass storage device being picked up.
If that's the case, then you will want to uninstall all of the USB devices listed there, restart your computer, and let Windows recreate the USB devices plugged into the computer. You haven't said whether you've tried plugging in the drive on another port, so my fix above is in case you have tried plugging it into another port, and you had the same results. Like I said, this is the fix for a problem such as yours. Also, you never mentioned whether you've managed to connect this device to your computer in the past and whether it's been working fine at that point.
