Hi, from what I learned back in the day about heading lists is that
they are numbered according to size. The way it's all set up is more
based on visual use of the headings. Heading level 1 is the largest,
boldest type while heading level 5 or 6 is the smallest. Webpages will
often use heading level 1 to denote the page's highlights. If there are
subcatagories, or subcategories of subcategories, sort of like an
outline, then you begin using levels 2-6 below the respective primary
heading level. That's why they don't flow smoothly from 1 through 6
down the page as you might expect.
