Hello Howard and David, I also have a Vert prose 4000 speech card, also in a shelf, as it's too wide to fit in the relevant card slots of any pc I could find to purchase for the past ten years or more.
I was still able to use the card with an old version of openbook, version 2 E, under windows 3.1 and probably up to windows 98, as openbook could use that card to produce the dectalk voices, but that was still in an older pc. If you have a regular dectalk express, you may be able to utilize those voices through that, however, not the Vert Prose 4000 card's internal attractive voice, though.
