Are you familiar with the changes in IE7? There are a lot of toolbars and buttons near the top of the screen that you will encounter will tabbing. Perhaps these are throwing you off a bit. If you hear 'Home Split Button' one more tab will return you to the page. If you hear address bar, perform one shift-tab to return to the page.
