Ok have you got the correct scripts for your version of Skype? For example Scripts Revision 42C for Skype 4.2?

What I mean is that Skype uses the internet. SkypeTalking uses Skype to
announce events. Hope this clarifies things.

It does use the internet yes in order to communicate with Skype.

No. You install SkypeTalking and leave Skype alone. Skype will ask you
to allow or deny the authorization for SkypeTalking the first time you
launch SkypeTalking.
