How do I let Skype use that application? The Skype talking is now on my
desktop.

you can download the:
SkypeTalking_0.8_Setup.exe SkypeTalking 0.8 installation program Apr
15 8.5 MB 996
once the program downloads to your computer, you then can install.
note, once you have install the skype talking program,
you will need to allow skype to use that application.
