You could have a bad power cord or it is not properly attached.  Or the
battery could be really old or damaged and needs to be replaced.  thirdly,
the computer  has a problem charging and that is where the problem lies.  So
I would eliminate possible problems.
I would suggest you see if the power cord is working.
1. shut down the computer.
2. take the battery out of the computer.
3. be sure your power cord is properly attached to the computer and the wall
outlet and that this wall outlet works.  also be sure any other connections
in the power cord are attached.
4. turn on your computer now and if it boots up then you know your power
cord is working and you have another problem.

Subject: [JAWS-Users] laptop doesn't show on AC power

My laptop is about four years old. Maybe that is the issue. However, in the
system tray instead of it saying on AC power it says 88 percent plugged in
not charging. This percentage keeps dropping. I tried unplugging the power
chord to let the battery run down and then plugging the power chord back in
to charge the battery but the percentage keeps dropping. What's going to
happen when the percentage get's to five percent or lower will the laptop
still work when the AC chord is plugged in?
