You need to make certain that all JAWS windows are closed, not just the one you brought up with Insert-F2. If you got that message, then the system thinks that another JAWS window is open beside that one.
Close them all, then try Insert-F2 followed by S for script manager. Make sure you're on AllinPlay when you do this, so that you compile the right set of script files.
