Hello Dave, If your client is using Windows 7 and Jaws, she will not need a cd-rom burning program unless that is what she wants.
Windows 7 has a very good and highly accessible burning program built in. To access the burner in Windows 7, high light a file to be burned to a cd. Press shift-f10 and cursor down the options. One will be send to. Open the send to menu and choose the cd - dvd writer that is listed.
